Do you review submittals and substitution requests?
Yes. ASC reviews hardware submittals against the issued specification and responds to substitution requests in writing. The review confirms that what the supplier proposes actually meets the specified function, the code requirement, and the finish.

Approved, or approved with reasons.
A substitution request is a proposal to supply something other than what the specification names. Some are reasonable. Some quietly drop a function, a rating, or a cycle grade the opening depends on. The review exists to tell the difference and to put the answer on the record.
ASC takes on submittal review for projects it did not originally specify. That is a normal request, and often the point at which a design team first brings the desk onto a job.
